How French draws work
Who French-language draws invite
French-language proficiency draws are category-based rounds. Only candidates with NCLC 7 or higher in all four French skills (listening, reading, writing and speaking) can be invited, on the TCF Canada or the TEF Canada.
Inside the category, IRCC still ranks people by CRS score. That is why French draw cut-offs are usually much lower than Canadian Experience Class cut-offs: the pool of eligible candidates is smaller.
